Look what the cat dragged in.This is an expression we use when we are surprise to see someone.
これは、誰かと偶然会って驚いた時に使う表現です。
Someone suddenly comes into a room. We’ll say
誰かが突然、部屋に入ってきて
Kind of feeling what my..? what are you doing here?
ここで何してんの？？みたいな感情を表現する感じ。

Now, if you look in Japanese dictionary or English dictionary,
英和か英英辞書を見ると、
it’ll say something like that this is informal way to point out
これは、表現する正式な方法ではない
someone who is coming into whose dirty or
untidy.
汚い部屋に誰かが入ってくることを
But it’s not that specific.
でも、それはそんなに明確なモノではなく、
It’s not so always negative, it’s often used a joking manner.
そんなにマイナスでも無い。冗談として使われる。
